Cost of Quality and Process capability

I am associated with a manufacturing company based on Dubai(UAE). We are manufacturing Pipes from GRP / GRE / PVC / PE raw materials according to Customer requirements(Pull System.
Since I am responsible for Quality Assurance Part, I am supposed to convince our Management regarding the importance of having the estimation of Quality cost and the benefits of measuring them.
So kindly send / guide me to suggest a cost effective system in order to contribute value to our QMS activities.
